asked the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Government's policy remains in conformity with the Aid Memoire dated 14th March, 1963, issued to all European Governments following the enactment of the Commonwealth Immigrants Act, 1962.

I know of no aide memoire addressed to all European Governments on 14th March, 1963. On that date, an aide memoire was handed to the Federal Political Department of the Swiss Government clarifying certain points in proposed arrangements to facilitate travel between the United Kingdom and Switzerland. These points were incorporated in an Exchange of Notes between the two Governments dated 27th August, 1963. That Exchange of Notes is still in force and the policy of Her Majesty's Government remains in conformity with it.
