§ Mr. Arthur Lewisasked the Secretary of State for the Home Department if, in view of the fresh information which has been sent to him by the hon. Member for West Ham, North, he will now say why, when on 11th April, 1969, two vehicles were parked within inches of one another outside 470, Lordship Lane, N.17, from 2.48 p.m. until 2.51 p.m. on a yellow band parking area, one carrying 108W a disabled person's parking exemption certificate on the windscreen, the driver was given a parking ticket which was enforceable on appeal and the other driver was not so treated.
§ Mr. Elystan MorganA fixed penalty notice was served in each case. In one the penalty was paid and, by law, the motorist ceased to be liable to prosecution. In the other the motorist chose not to pay the penalty and was prosecuted in the normal way.
