§ Mr. Merlyn ReesUnited Kingdom passport holders who arrive for settlement without the necessary documents are normally refused entry and returned whence they came. The financial liability, in accordance with Section 21 of the Immigration Appeals Act, 1969, will normally fall to be borne by the carrier. No change in practice is proposed.
