Mr. Fisher

asked the Secretary of State for the Home Department to what extent it is the practice of his Department to return Kenyan Asian British citizens, who are arriving in Great Britain without entry papers, to Paris, Frankfurt and Nairobi; who pays their air fares; and what changes he proposes to make in this practice.

United Kingdom passport holders who arrive for settlement without the necessary documents are normally refused entry and returned whence they came. The financial liability, in accordance with Section 21 of the Immigration Appeals Act, 1969, will normally fall to be borne by the carrier. No change in practice is proposed.
