asked the Secretary of State for the Home Department what estimate he has made of the proportion of potential new voters entitled to have their names entered on the register for the first time last autumn who have failed to register; and what has been the total cost, to the taxpayer and to the ratepayer, of the advertisements intended to encourage registration.

The answer to the first part of the Question is that no reliable estimate can be made, since with the exception of those who become 18 during the currency of the new register, newly qualified electors cannot be identified.

The answer to the second part is that the publicity campaign last December cost about £51,000, met from central government funds.
