The Government's policies have already reduced net migration loss from Scotland to the rest of the United Kingdom to 11,000 in 1968–69—less than half the 1963–64 figure. Emigration levels depend not so much on specific developments or hypothetical events but on a sound and strong economy in Scotland; this the Government are achieving.
