§ Mr. LuardAmounts unrecovered in 1964–65, 1965–66, 1966–67, 1967–68 and 1968–69 totalled 10 per cent., 11 per cent., 26 per cent., 26 per cent. and 37 per cent., respectively, of expenditure in those years. Figures in respect of persons evacuated under emergency conditions are kept separately and as a cumulative total; unrecovered amounts stand at 40 per cent. over the period.
