57. Mr. Kenneth Lewis

asked the Secretary of State for Social Services whether he will seek powers to forbid doctors employed under the National Health Service to charge for abortion operations.

Mr. Crossman

Doctors performing this operation in the course of their National Health Service employment cannot charge fees. Doctors with part-time National Health Service contracts can engage in private practice and charge whatever fees are agreed between them and their patients.

82. Mr. Booth

asked the Secretary of State for Social Services what criteria will be applied in determining whether to grant licences for abortions to be conducted in any clinic which is owned or controlled by foreign nationals.

asked the Secretary of State for Social Services whether he will refuse licences for abortions to be conducted in any clinic which is owned or controlled by foreign nationals; and if he will make a statement.

Mr. Crossman

In deciding whether to approve any nursing home seeking my approval under the Abortion Act, I consider premises, facilities and staffing and the conduct of the home. If the latter were such as positively to encourage women to come from abroad, this would be a ground for questioning the desirability about giving approval, but I would not regard foreign nationals or the owner as by itself a decisive reason why approval should be withheld.
