asked the Secretary of State for Education and Science whether technical colleges which make facilities available to industrial training boards for training purposes are entitled under his regulations to require the boards to provide the necessary capital equipment.

Mr. Fowler

Technical colleges cannot require industrial training boards to provide capital or other equipment for any purpose. Where they provide training of a kind for which industry is normally responsible, they are advised to make an economic charge for the service. This charge includes an amortisation element in respect of buildings and capital equipment. Colleges and industrial training boards may make mutually acceptable arrangements for the gift or loan to the college of special equipment needed to provide suitable training courses.
