asked the Secretary of State for the Environment whether he will consider extending Ministry of Housing circular 57/69 relating to work undertaken by municipal direct labour organisations to cover housing improvements and re-vitalisation schemes.

asked the Secretary of State for the Environment if it is his policy to recommend that the direct labour organisations of local authority highways departments should obtain a considerable and representative proportion of their work in competition with contractors, similar to the present recommendation for capital building work carried out by direct labour; and if he will make a statement.
