Mr. Kevin McNamaraasked the Secretary of State for the Environment if, in view of the high cost of domestic fuel in relation to family budgets, he will take steps to introduce higher standards for heat conservation by improved thermal insulation in domestic dwellings and thereby effect a saving in national fuel resources and a reduction in household expenditure at the same time.
