asked the Secretary of State for Trade and Industry whether, in view of the growing stockpiling of coal duff at the Brywllin and Abernant collieries in the Gower constituency, resulting in a destructive effect on the environment, he will take steps to assist the establishment of a smokeless fuel plant in the area, thereby protecting the countryside.
