asked the Secretary of State for the Environment if he will make a statement on his plans to negotiate for the use of military and industrial sports facilities by the whole community.

I am anxious that the fullest use should be made of all sports facilities. The wider use of industrial facilities is essentially a local matter but Regional Sports Councils have done surveys and are encouraging this wherever possible.

As regards service sports facilities I am glad to be able to say that my right hon. Friend the Secretary of State for Defence is about to relax the insurance indemnities required from civilians which has been one of the greatest hindrances to clubs wishing to use such facilities. I shall be informing the Sports Council and Regional Sports Councils about the new arrangements.
