asked the Minister of Transport what recent representations he has received regarding the effects of the new drivers' hours restrictions on charges and wages in the road haulage industry; and what replies he has sent.

We have received several letters on this subject since the new limits came into force, including one from the hon. Member. We have endeavoured to give helpful replies to the various points raised.

41. Mr. Montgomery

asked the Minister of Transport on what basis and by whom the allocation of the Continental licences to the road haulage industry is decided.

Mr. Murray

Where bilateral agreements are in force and permits are required, the allocation is made by the Department's officials. Particular attention is paid to the urgency and importance of consignments, but any other relevant factors are also taken into account.
