57. Mr. Grieve

asked the Minister of Transport in what circumstances the grant of a driving licence to Mr. O'Donnell of 235, High Street, Solihull Lodge, has been delayed by his Department; and what steps he proposes to afford redress to Mr. O'Donnell.

As explained to the hon. and learned Member in my letter of 9th April, the statutory responsibility for granting or refusing a licence rests entirely with the licensing authority —in this case Solihull C.B.C.—and my right hon. Friend has no power to intervene in individual cases.

This matter was resolved by the licensing authority on Wednesday, 22nd April, when it decided to grant a provisional driving licence to Mr. O'Donnell.

I am writing again to the hon. and learned Member in reply to his recent letter on this matter.
