Mr. Woodburn

asked the Prime Minister if he will arrange that, in the preparation of all Bills which involve in their eventual enactment cross-references to other legislation, there shall, for clarification and the convenience of those affected, and as an aid in framing eventual consolidation Measures, be given in an appendix the complete law as it results from the new Act.

The Prime Minister:

It is certainly desirable that the effect of legislation should be made as clear as possible, and the device known as the Keeling Schedule is therefore frequently used to show the results of referential legislation; but I am advised that it is not practicable, nor would it be useful, to make it a rule that every Bill should have appended to it all earlier Acts amended by the Bill.
