Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether, as a means of stopping near or actual pornographic material being circulated unsolicited through the post, he will seek to amend the law so as to enable any person who receives an unsolicited circular which in the recipient's opinion is pornographic or which causes pain and suffering to take legal action, if the police do not, against the printers or circulators of this offensive material.

It is already possible under the existing law for private proceedings to be taken in respect of indecent or obscene material.
