Mr. Tudor Watkins

asked the Secretary of State for Wales whether preliminary discussions have now taken place with a view to amending the Water Resources Act, 1963, so as to relieve the hardship encountered by people who have to pay an annual fee of £5 to river authorities for the abstraction of water.
