asked the Chancellor of the Exchequer whether he will withhold consent to exchange control for payments to ex-Nazi war criminals in Germany by British newspapers publishing their memoirs.

Mr. Taverne

No. As the House has been told before, it would not be right for the Treasury to seek to operate a moral censorship through exchange control. Nor would it be practicable as it would involve the central scrutiny of thousands of applications and unacceptable delay to legitimate transactions.
