§ Mr. M. StewartMy Department is always ready to give advice on such matters, and there are leaflets of guidance available. As regards the need, while it is true that no British subjects have in recent years been imprisoned in the Soviet Union without first having broken Soviet law, there have regrettably been instances of innocent British subjects being harassed and subjected to attempts at blackmail during visits to the Soviet Union.1969
