asked the Secretary of State for Scotland why the number of houses started in Scotland in the first nine months of 1969 was over 2,500 fewer than the same period in 1967 ; and if he will make a statement.

The number of starts in the twelve months up to the end of September, 1969, was almost 1,000 higher than in the twelve months up to the end of September, 1967. There are bound to be fluctuations, and I see no need for a statement about selected statistics over selected short periods.
