(2) whether he will amend the title of item 23. Net Borrowing Requirement, which appears in the Treasury publication, "A Scottish Budget ", to read "Deficit to be covered by Surplus on Balance of Payments ".
§ Mr. DiamondThis Report is concerned with the expenditure and revenue which might be attributed to a separate Scottish central government. It is in no sense an estimate of the Scottish national income or balance of payments, nor would the facts mentioned by the hon. Members be sufficient to make one.
