asked the Chancellor of the Exchequer (1) in view of the fact that the value of Scottish exports per insured employee in manufacturing industry is higher than exports from England, and that Scotland produces a higher proportion of her own food requirements than does England, to what extent item 23, Net Borrowing Requirement, which appears in the Treasury publication, "A Scottish Budget," is covered by the surplus on Scotland's external balance of trade and invisible earnings from shipping, insurance, tourism and so forth:

(2) whether he will amend the title of item 23. Net Borrowing Requirement, which appears in the Treasury publication, "A Scottish Budget ", to read "Deficit to be covered by Surplus on Balance of Payments ".

This Report is concerned with the expenditure and revenue which might be attributed to a separate Scottish central government. It is in no sense an estimate of the Scottish national income or balance of payments, nor would the facts mentioned by the hon. Members be sufficient to make one.
