§ Mr. MacCollIt is estimated that at 31st March, 1968 rent rebate schemes192W covered about 72 per cent. of all council tenants in England and Wales; and that about 364,000 council tenants (about 8.8 per cent. of all council tenants) were in receipt of a rent rebate in the last week of March, 1968.
