§ Mr. MacCollSuch a requirement could be imposed only by legislation, and rendered enforceable only by establishing penalties for non-compliance. I have made a note of my hon. Friend's suggestion, but as the information can always be asked for by these interested, I am not satisfied that it would be justifiable to create a new offence in order to secure its publication.
