asked the Secretary of State for Foreign and Commonwealth Affairs if he will publish a White Paper setting out the grounds of Her Majesty's Government's reservations on the United Nations General Assembly's decision to terminate the mandate over South-West Africa, which was carried by 113 votes to two.

No; these reservations were fully explained by my right hon. and noble Friend Lord Caradon in his statements to the Assembly before and after the adoption of the Resolution in question (General Assembly Resolution No. 2145, 27th October, 1966). Copies of those statements are available in the Library of the House.
