§ Mr. SkeffingtonI am aware of the need for additional access in certain parts of the country and I hope that local planning authorities who are already negotiating agreements with landowners will be able to secure this. If such negotiations fail, my right hon. Friend will, as has already been said, be prepared to confirm compulsory orders where appropriate.
