asked the Minister of Housing and Local Government how many new houses it is estimated will be built in each year from 1969 to 1973 inclusive, in order to achieve the target surplus of 1 million homes by 1973.

The estimated 1 million surplus of homes over households by 1973 assumes a rate of housebuilding of about 400,000 new dwellings a year in the five year period.

The estimate is not a target but the difference between the projections of the net increases in dwellings and households. As my right hon. Friend has made clear on a number of occasions, there will still be acute local housing shortages and more than one million unfit dwellings to be cleared.
