§ Mr. HattersleyOn the present provisions for training I would refer the hon. Member to the Report on the Staffing of Local Government in Scotland published by the Scottish local authority associations a few weeks ago. The Industrial Training Act does not empower my right hon. Friend to bring local authority activities as a whole within scope of a statutory training board.
