Mr. Milne

asked the Minister of Transport if he has examined the recent report of the World Health Organisation on the human factor in road accidents and the part played by the advertising methods of the motor car manufacturers and petrol companies; and if he will introduce legislation along the lines suggested in the report.

Advertisements which foster irresponsible attitudes to driving by placing disproportionate emphasis on speed can only make it more difficult to achieve sane and considerate standards on the road. The World Health Organisation report "Human Factors in Road Accidents" concludes that extensive use should be made of modern media of mass communication to counteract such advertisements and promote safe driving. Our road safety publicity campaign does so and I consider this rather than legislation to be the answer.
