Mr. Frank Allaunasked the Prime Minister if, following the failure to make progress towards a détente or mutual arms reduction by the North Atlantic Treaty Organisation Council, he will invite the Heads of State of the countries concerned to meet to consider making proposals in this direction.
§ The Prime MinisterNo, since it is not the North Atlantic Council which has been responsible for the failure to make progress. The invitation to the Warsaw Pact countries to join in the search for progress in this field, issued by the North Atlantic Council at Reykjavik in June, 1968, has met with no response. It remains open.
