Friend asked the Pearson Inquiry to inquire into the causes, circumstances and effects of the dispute over the British Steel Corporation's refusal to recognise the Clerical &; Administrative Workers' Union and the Association of Scientific, Technical and Managerial Staffs. Despite extensive discussions not all the parties accepted the Court's recommendations. My right hon. Friend will inform the House more fully of subsequent developments at the earliest appropriate time.
