asked the Secretary of State for the Home Department if he will introduce legislation to establish a common immigration policy with a quota applicable to Commonwealth citizens, aliens and Irish nationals, irrespective of colour or source of origin and based solely upon United Kingdom manpower requirements.

The immigration of aliens and Commonwealth Citizens follows different patterns and presents different problems, and my right hon. Friend considers that at present separate methods of control are appropriate. The various aspects of immigration policy are kept under constant review: and manpower considerations are taken into account.
