asked the Secretary of State for Scotland if he will list the number of Forestry Commission employees, by county or by area, during each of the last 10 years.

The numbers of the Forestry Commission's industrial employees in Scotland in each year were:

parts of the Warsaw Convention which govern the liability of airlines in respect of their passengers. Strict liability and an unbreakable upper limit of $100,000 per passenger are important features of these proposals, which must, however, be considered as a whole. They will come before the full Legal Committee of I.C.A.O. next February, and in the meantime Her Majesty's Government's reaction to them is generally welcoming.
