asked the Chancellor of the Exchequer whether he will issue instructions that all communications to private citizens from the Inland Revenue relating to income tax should be sent in securely sealed envelopes.

There are standing instructions that all correspondence with taxpayers must be sent in securely sealed envelopes, except for formal communications such as stock acknowledgements, stock reminders of unanswered letters and certain blank income tax return forms. If the hon. Member will let me know of any case where the instructions have not been observed, I will look into it.
