§ Mr. Rankinasked the Secretary of State for Scotland how many persons he estimates will become qualified to teach under the provisions of the Schools (Scotland) Code (Amendment No. 1) Regulations, 1968 as conditionally registered teachers, when they become effective.
§ Mr. RossI understand from the General Teaching Council that so far 805 applications for conditional registration have been accepted. As applications are still being received it is not possible to estimate the number of conditionally registered teachers likely to be in service next session.
§ Mr. Rankinasked the Secretary of State for Scotland how many teachers in primary and secondary schools have not yet registered with the General Teaching Council; and whether education authorities will be prevented by his regulations from employing those persons after 1st August, 1968.
§ Mr. RossI understand from the General Teaching Council that the information requested in the first part of the Question is not yet available. The draft Schools (Scotland) Code (Amendment No. 1) Regulations, 1968, which I have302W published for comments, provide that from 1st August, 1968, appointments in primary schools will be restricted to registered or conditionally registered teachers. This restriction will also apply in special schools and secondary schools except that where the services of a registered or conditionally registered teacher cannot be obtained an authority may appoint an unregistered teacher on a temporary basis. Such a temporary appointment must, however, be reported to a reference panel constituted by the Secretary of State; and where it is disapproved by the panel the employment of the teacher must be terminated.
