asked the Chancellor of the Exchequer what progress he has made since 30th November, 1967 towards the abolition of all restrictions on current transfers and payments, and the relaxation of the present restrictions on capital transfers.

The first need is to strengthen our balance of payments. This is a prime object of present policy, and especially of my recent Budget. The restrictions referred to in the Question will be kept under review in the light of progress to this end.
