Mr. Elystan Morgan

asked the Secretary of State for Education and Science if he will make a statement on his policy towards the proposals of the Gittins Report on bilingualism in primary schools in Wales before the Easter adjournment.

Mr. Gordon Walker

I must await the comments of the local authority and other associations concerned. I do not expect these until after the Easter adjournment.

asked the Secretary of State for Education and Science how many local education authorities in Wales he estimates can implement the recommendations of the Gittins Report with regard to bilingualism without incurring substantial capital expenditure.

I do not think it would be realistic for me to attempt estimates of this kind in advance of the outcome of the consultations which I am now having on this Report with the bodies concerned, and thereafter of detailed consideration by individual authorities of how they would propose to implement such recommendations as may prove generally acceptable.
