§ Mr. Gordon WalkerI do not think it would be realistic for me to attempt estimates of this kind in advance of the outcome of the consultations which I am now having on this Report with the bodies concerned, and thereafter of detailed consideration by individual authorities of 25W how they would propose to implement such recommendations as may prove generally acceptable.
