§ Mr. Leslie Huckfieldasked the Minister of Transport (1) to what extent Continental haulage vehicles entering and leaving this country on TIR carnets will be affected by quality licensing;
(2) to what extent Continental haulage vehicles entering and leaving country on TIR carnets will be affected by quantity licensing;
(3) what consultations he has had with representatives of European road haulage associations about the effects of the Transport Act's provision for quality licensing on TIR haulage vehicles entering and leaving Great Britain;
(4) what consultations he has had with representatives of European road haulage associations about the effects of the Transport Act's provision for quantity licensing on TIR haulage vehicles entering and leaving Great Britain;
(5) what consultations he has had with representatives of European Ministries of Transport about the effects of the Transport Act's provision for quality licensing on TIR haulage vehicles entering and leaving Great Britain;
(6) what consultations he has had with representatives of European Ministries of Transport about the effects of the Transport Act's provision for quantity licensing on TIR haulage vehicles entering and leaving Great Britain.
§ Mr. MarshContinental goods vehicles entering or leaving this country will, unless exempted, be subject to quality and quantity licensing. It is immaterial for this purpose whether they move under the TIR Convention which is concerned only with customs procedures. The Government hope to conclude bilateral agreements with Continental countries providing for reciprocal waivers of licensing restrictions on international road goods transport. Discussions to this end are in progress with the Governments and road haulage associations of several Continental countries. I have power under Section 91 (4) of the Transport Act to make regulation modifying the effect of the quality or quantity licensing provisions on foreign goods vehicles temporarily in this country.
