§ Mr. Edward ShortI refer the hon. Members to my reply to a Private Notice Question by the right hon. Gentleman the Member for Birmingham, Hands-worth (Sir E. Boyle) on 28th November. My Department's Circular 23/68 dated 22nd November stressed the desirability of consulting the wishes of parents wherever possible. I am sure that authorities will also consult the teachers.
