asked the Minister of Overseas Development what percentage of Great Britain's gross national product is now being given in aid, calculated on the new basis agreed at the United Nations Conference on Trade and Development II; and what is the figure, excluding the sum represented by pensions, compensation, and capital and interest repayments on loans.

The target of 1 per cent. of gross national product at current market prices, agreed at the Second United Nations Conference on Trade and Development, relates to official aid and other non-military flows, and private flows, the total being net of the repayments of capital or disinvestment, but not of interest.

On the basis of current aid plans and a preliminary estimate of private flows, our current performance, when related to the latest figure for G.N.P. available (1967), is of the order of 0.9 per cent.

Excluding pensions and compensation for expatriate personnel and deducting interest as well as capital repayments would have the effect of reducing the percentage by under 0.1.
