asked Her Majesty's Government:

Whether they would consider some relaxation in the Export Credits Guarantee Department's ceiling for credit facilities to enable Yarrow Shipbuilders (Upper Clyde Group) to commence work on the order of a Yarrow frigate for the Turkish Government.

Turkey's major need, which is being met as far as is practicable, is for long-term development aid. Any addition to medium-term commercial indebtedness would add further to immediate payment problems which face the Turkish Government. In these circumstances it is at present not practicable to raise the Export Credits Guarantee Department's ceiling for credit facilities.
