asked the Secretary of State for Education and Science if he will state the criteria upon which public money is used in bursaries granted by the Arts Council; and whether individuals interested in artistic ventures receiving grants are precluded from serving on the panel which recommends the distribution of public money in such grants.

The criteria are determined by the Arts Council and differ according to the type of bursary involved.

It is a rule of the Council that any member of a panel, or of the Council, having a financial or other personal interest in an application must declare his interest and abstain from voting or taking part in the discussion except to provide information.
