asked the Chancellor of the Exchequer, whether he will assist vehicle owners of limited means who are obliged to buy vehicle licences of only four months duration by seeking to reduce the amount by which the cost of such licences exceeds the proportionate cost of an annual licence.

No. The surcharge, which is fixed by the Vehicles (Excise) Act, is necessary to minimise the administrative burden imposed by issuing three four-monthly licences rather than one annual one.
