§ Mr. CarmichaelI appreciate that there has been a disturbing number of accidents to children near ice-cream vans, but it is doubtful whether the problem can be solved by legislation. The real answer lies in road safety education, both 489W for children and parents, and we are now intensifying our efforts in this direction. In any case, under Section 16 of the Road Traffic Act, 1960, it is an offence to stop a vehicle in a dangerous place on the road.
