HC Deb 21 November 1967 vol 754 c289W
49. Mr. Loveys

asked the Chancellor of the Exchequer what is the practice of Government Departments regarding the purchase of property in advance of actual requirements when the owners are willing to sell and the land is due eventually to be compulsorily purchased.

Mr. Diamond

While Government Departments do not normally buy property in advance of actual requirements, where property is affected by planning proposals and the provisions of the Town and Country Planning Act, 1962, apply, purchases are made.
