asked the President of the Board of Trade what steps he is taking to ensure that adequate provision will be made for industrial employment in those areas which are chosen for the siting of 15,000 houses to take overspill from Birmingham, to prevent those areas becoming commuter societies.

As the terms of reference of the Birmingham Overspill Study, 1967 made clear, the 15,000 additional municipal houses to be built by 1975 are intended for families which for some years will travel to work in Birmingham. The terms of reference did, however, envisage land being made available eventually for local employment.
