asked the Secretary of State for Foreign Affairs (1) by what criteria Her Majesty's Government grants recognition to a foreign country's choice of capital;

(2) under what circumstances Her Majesty's Government establish embassies in locations outside the capital of a foreign country rather than in the capital itself.

Mr. Mulley

It is not normal for Her Majesty's Government to have any view on another country's choice of capital, nor is it possible to generalise about the circumstances in which Her Majesty's Government might establish an Embassy outside the capital of a foreign country.
