asked the Secretary of State for Education and Science whether he is aware that a thousand teachers leave Wales for England each year; and if he will take steps to reverse this trend.

Statistical information is not available to determine the precise numbers leaving Wales each year; but for many years more teachers have been trained in Wales than can be employed by Welsh local education authorities. For this reason, and in view of the valuable contribution which these teachers make to the schools in England. I would not wish to take steps which would restrict the movement of teachers. The Welsh authorities are at liberty to recruit as many teachers as they wish within the limits of the quota system.
