Mr. Alan Williamsasked the Secretary of State for Wales how the predictions of traffic volumes which would use a Cardiff by-pass compare with the volumes which were anticipated as using the Port Talbot by-pass when that project was authorised; and at what rate Cardiff by-pass traffic would be expected to expand.
