§ Mrs. Shirley WilliamsIn 1965–66 the average cost per primary pupil in maintained schools in the Northern region was about £70. This compared with about £72 for England and Wales as a whole outside the London area, where teachers are paid a special allowance and other costs tend to be higher. The corresponding figures for secondary pupils were about £132 and £135.
