asked the Minister of Transport if, as a means of reducing motor collisions and injury to pedestrians, she will devise a means of narrowing at road junctions roads, however wide, so as to force motorists to slow down at such junctions and so as to provide safer crossing by refuges for pedestrians at such junctions.

Refuges, which channel traffic and are a help to pedestrians at junctions, are recommended by the Ministry where the road is wide enough to accommodate them safely. To restrict further the width of road available for vehicles at junctions would tend to increase vehicle accidents and congestion without real benefit to pedestrian safety.
